Patrick O’Connell formerly served as an interim director for High Speed Two (HS2) Ltd. in London, where he was recruited to oversee strategic development for its operational transition. The project focused on transitioning HS2 from a parliamentary and policy organization to one capable of executing a £50 billion next-generation rail system. Before his departure, Patrick O’Connell restructured HS2’s governance and began the process of establishing the necessary infrastructures.
In 2016, he accepted an offer from the United States Navy to transform it chief of naval personnel (CNP) processes, technology, and overall investment return. His work has focused on improving its systematic performance and increasing measuring for long-term sustainable costs through a holistic plan that updated the CNP operating model. The new operating model received approval from the chief of naval operations in December 2016, enabling CNP to transition to a “fee-for-service” cloud-based mode.
Dr. O’Connell enjoys exercising in his spare time and is training for a powerlifting contest for his next birthday milestone. His goal for the contest involves setting a bench press record for his age group.
