Wayne County, Michigan, Circuit Court Judge Richard Halloran presides over matters of family law, including divorce hearings and child custody/child support cases, for the Third Judicial Circuit of Michigan. A longtime resident of the Detroit area, he previously worked as a Magistrate and District Court Judge for Michigan’s 36th District Court and he ran a private law practice, where he served as an attorney and counselor-at-law. Judge Richard Halloran earned his Juris Doctor from the University of Detroit Mercy School of Law in 1975, and since then he has worked diligently to teach new generations of legal practitioners through several professional societies.
In the past, Judge Halloran worked as an instructor for the Institute for Continuing Legal Education, the Prosecuting Attorneys Association of Michigan, and the Michigan Judicial Institute of the Michigan State Court Administrative Office. As an advocate of strong family violence prevention laws, he also trained several law enforcement agencies in Wayne County and he served as an advisor to the Pennsylvania Coalition Against Domestic Violence. Currently, Judge Halloran participates in the State Bar of Michigan’s Council of the Family Law Section, in which he co-chairs a committee focused on the practice of parenting coordination.
