Rent Housing Benefits must fully meet tenants' rent, and there should be no expectation that they pay any additional money to the landlord or local authority. It prevents tenants from falling into arrears and helps ensure long-term financial stability. Bills Tenants are responsible for paying for utilities. When you live in shared accommodation, the utility bills must be in your landlord's name and form part of the ineligible rent to you. Charges should reflect the actual cost of utilities. Costs of living Living costs are those items you'll need to pay for, such as food, clothes, activities and all other personal expenses. You may receive state benefits or have an income to pay for these costs, with support if required. Support The Care Act 2014 states that when a Local Authority becomes aware of an adult needing care and support, the authority must carry out an assessment. Day time core Any shared-living scheme with two or more tenants can have elements of shared support if this is the best way to meet their needs. Daytime Core is a staffing method that calculates the minimum number of staff required to meet the needs of tenants in Supported Living Schemes. One staff member is often available from 7 am to 10 pm daily, though this may also include assistive technology for adults who need it to manage their risks. Core provides tenants with flexible access to support rather than allocating specific hours to tenants. It is beneficial for managing anxieties when they occur and preventing the escalation of behaviours. It can also use technology-enabled care, such as a responder approach to alarms or sensors. One provider across a scheme provides the core. There should be no tie-in to the landlord or tenancy. Core would usually be delivered in situ. Adults moving to a tenancy within a scheme must be made aware of the core support and accept that suitable agreed needs are met by core staff. Core support hours are often supplemented by additional support hours, which any provider can deliver. Tenants who receive a Direct Payment for their support can choose who provides these extra hours. Night core awake Night support is usually from 10 pm to 7 am, with a 63-hour workweek. Before hiring night support, consider using assistive technology and sleeping aids to maximize independence. If support needs extend beyond 10 pm, awake staff are available to meet those needs. Staff will be notified of these needs and know exactly what tasks to perform. Household tasks are usually not done at night. Adults should be encouraged to complete these tasks during the day, though this would be determined through person-centred planning. During the night, routine checks should only be undertaken if there is an identified need that technology cannot meet. Night core asleep (to be used alongside Assistive Technology) Night support is usually from 10 pm-7 am (63 hours per week), so it's essential to consider using assistive technology and sleeping in when planning for independence. Night Sleep support will respond to requests for help when required. 1:1 individual support needs that cannot be met by core These hours are commissioned following a social worker's assessment of your needs, as determined by the outcomes you want to achieve. Tenants should be able to choose who provides their 1:1 support, which could be via a direct payment, the core provider or another provider via a managed service. How support is reviewed Essex County Council (ECC) strives to meet its citizens' assessed social care needs by providing high-quality support services that represent the best value. Scheme reviews are meant to reassess the needs of adults within supported living provisions. The reviews are carried out individually according to the principles of the Care Act 2014.
