Perhaps you always lived in an area where public transport was reliable. It was always on time and ran in any kind of weather. What would happen if suddenly the schedules changed and you were unable to get to work on time? Surely your boss wouldn’t stand for repeated tardiness. If you could operate a motor vehicle you could leave your home in a timely manner, getting to work each and every day on time.
