With the passage of the Homeowner’s Bill of Rights, over an estimated 700,000 homeowners in default and hundreds of thousands of others who are battling to keep their homes will receive immediate help. The bills prevent banks from committing a form of foreclosure abuse called dual tracking, in which the bank pushes forward with a foreclosure proceeding, even though the homeowner is trying to modify the loan.
