Most of them were taken by British citizens when they had been planning to visit Luxembourg, or whenever they were staying in one of these countries. To be able to stop the situation where foreign citizens would get in through such restrictions, it was determined that these passports needed to be canceled. Cancelled, so that foreigners would not have the ability to get into the Schengen area.
