Samsung uses its own Exynos chipset for both devices. The S4 comes with the Exynos 5 octa core processor, which in essence are two quad core processors combined to work together. It is a rare occasion when a mini version is up to the specs of a standard version, even though the mini version is a newer generation. But in this case, the comparison is really close, and the S5 mini benefits from some of the added features such as IP67 certification and the fingerprint scanner.
